Drollman, I agree it sounds like she missed it. But after listening to it again, while she takes a breath she says New York, but it sounds like 'New or' due to the slurring.

I agree the effort may have been there, but I think all 50 states must be clearly audible for the record to count. Jessica is clearly a star in this category - I'd love to see her submit a more clean attempt.
